**Problem:**
Duplicate measure in `container_*` metrics when scraping >=v1.16 kubelet
endpoint in TLS: the bottom `metricRelabelings` would replace the top
one.

**Solution:**
Merge both two `metricRelabelings` in TLS scraping, and fix wrong `labeldrop`
when scraping in non-TLS.
